Tactical vests are police surplus vests with Level IIIA Soft Panels.  The manufacturer only guarantees the vest for five years, so agencies must cycle out the old ones.  You are buying vests that have “expired”.  You are buying them for a fraction of the original cost, and they still offer a level of protection that is much better than the dress shirt you are currently wearing.  Vests may vary in appearance.
